anybody can tell me freeware convertor that converts m1v to mpeg format?

"m1v" is mpeg- MPEG-1 video. You can probably just rename it to "something.mpg". I'm guessing that there isn't any audio (was there a ".mpa" or ".m1a" file too?) which would have to be mux'd in. TMPGEnc is a very handy tool for that.
